Airborne service information system–Outstanding performance for the Citizen Digital Certificate application system
The “Airborne service database integration and establishment system” of the National airborne Service Corps, MOI won the outstanding performance award of the 2015 Citizen Digital Certificate application system organized by MOI. The award was presented on Aug 25 by the Minister of the Interior.

The Airborne Service corps developed the “airborne service database integration and establishment system” in 2009 as an effort to realize digital government, simplify administrational works and improve the quality of public service provided. The “citizen digital certificate” was introduced to the system in Mar 2015. User IDs are established with the verification of the certificates. An aviation management platform is built to integrate the flight safety information across various agencies, promote digitalized mission forms, keep a track on aircraft conditions in real time, and thus achieve the strategy of optimized fleet deployment.

The airborne service database integration and establishment system provides the following functions and features:
1. Innovative applications:
(1) Integrate flight safety information across government agencies to ensure flight safety;
(2) Optimize the dispatching and deployment of rescue supplies, equipment and manpower using “data mining;”
(3) Provide information for flight route configuration and possible impacts at the target area and its surroundings during a rescue mission by introducing the Taiwan Geospatial One Stop (TGOS) platform of MOI.
2. Value-added system applications:
(1) Develop aviation knowledge base for comprehensive aviation knowledge;
(2) Provide effective management of flight operation equipment;
(3) Provide an interface with the National Rescue Command Center of Executive Yuan for clear information for emergency mission dispatching.
3. Improvement of service performance:
(1) Achieve the “3 savings:”
1. Time saving: it is estimated to save 30 minutes to dispatch a mission.
2. Digital mission forms help save the cost of faxing and paper.
(2) Realize flight safety:
1. It allows for determination of flight hours for every aircraft, facilitating maintenance inspections;
2. It keeps a track on the hours of flight for the air crew, preventing flying under fatigue.

The replacement of manual works, such as paperwork, approval sheets and calculation reports with digital information functions provides safe and convenient digital service, which helps simplify administrational procedures and improve administrational efficiency and the quality of public service. It is not easy for this system to win this honor in the 2015 Citizen Digital Certificate application system evaluation. The Corps will work harder to promote digital operations to save government budget and promote convenience for daily works.
