He saved a large amount of government budgets by scrutinizing large-amount labor purchase contracts and meticulously reviewing price quotes:
1. Mr. Liu was in charge of the large-amount labor purchase projects of the Airborne Service Corps. Between 2014 and 2015, he scrutinized and examined the contracts and price quotes provided by suppliers and made sure that the purchase budgets matched the actual conditions and the principle of budget saving. He assembled a work group and project team for this task and negotiated with the suppliers, and even asked suppliers to drop their prices for 5 times. At the end, the projects were awarded with the most favorable prices towards the Corps. NT$ 1.144 billion of budget was saved during the course. The performance was outstanding.
2. Multiple terms and conditions that were in favor of the Corps were added in the final contracts. This made the purchase project meet the Corps’ requirements and maximized the benefits.
