2014-12-21 Sea Rescue Mission for Citizens in Qilaibi of Qixingtan (Seven-Star Lake) in Hualien

Helicopter number NA-513 received a call from the NASC Duty Command Center at 16:03 on 21 December 2014 to implement the sea rescue mission. The location was on the coast of the Shitiping Yuedong Recreational Area, where three anglers grasped the ice bucket were floating on the sea surface. The flight crew including the pilot 趙O本, co-pilot 黃O倫 and crew chief 郭O鉞 immediately took turned on the helicopter engine at 16:15 (on 21 December 2014). With 2 CGA members 張O雄 and 陳O雄 on board, the flight crew firstly tried the engine and checked the radio and then took off from Hualien Airport at 16:20. The helicopter reached the target zone at 16:39 and surveyed conditions of the scene: the sea scale was around level 7, minor rain, visibility of 5 miles and 28-30 kmph. After discovered the target at 16:41 (3 anglers grasping the ice bucket), the flight crew firstly implemented low and high aerial survey and horsepower for OGE endurance and then implemented the hoist operation. At 16:43, the flight crew hoisted up the first angler (female, already in unconsciousness). After contacted with the ground CGA personnel, the flight crew used the hoist system to transport the 1st angler to the coast and the person was transferred to the hospital by the ambulance. At 16:48, the flight crew hoisted up the second angler (male, with stable life signal) and transported the person to a flat surface on the coast. The person was then transferred to the hospital by the ambulance. The helicopter continued to hover around and confirmed that the 3rd angler already floated to the coast and was rescued by the CGA personnel. It therefore returned to Hualien at 16:57 and landed at Hualien Airport at 17:32. The flight crew turned off the engine at 17:35 and the rescue mission successfully completed.
